Professional background

Government attorney (Abogado del Estado) since 1984 (currently on leave of absence). Between 1991 and 1995, he served the Ministry of Public Works, Transport and the Environment, where actively participated in the drafting of legislative reforms and regulations in relevant issues such as urban rents, ports and merchant navy, airports and telecommunications. He was Vice Secretary-General and Vice Secretary of the Board of Telefónica (1997-2001) monitoring all the legal departments of the group, both the Spanish and the Latinoamerican branches. Partner at Alzaga, Caro, Marañón & Sánchez -Terán, Bufete Ramón Hermosilla and Ferreras Abogados. Lecturer in different academic institutions (Instituto de Empresa and ICADE, among others), he often speaks in seminars and conferences. Author of a treaty on the new urban rents act, and of a number of articles about administrative law and communications.
