He has developed an extensive expertise in advising the Spanish public administration as Government attorney. José María is a lecturer in several universities and has published a number of articles in specialized reviews. He has had an active role in international fora like the Lugano Convention, the European Union and the Hague Conference. He practised law in Central America having acted for Governments in the drafting of bills.
